A hair dryer is a combination of a set of heating wires and a small fan with high speed. When the power is on, the heating wire generates heat, and the air blown by the fan passes through the heating wire and becomes hot air. If only the small fan is rotating, and the heating wire is not hot, then only the wind is blowing out but not hot.
